Count issues without fetching them.
Returns { "count": n } for the same state filter GET /issues takes
(default firing,acknowledged). This is what the sidebar badge polls, so a
dashboard does not pull 200 rows to render one number. Cached for 15 seconds,
so it can trail a state change by that long.

Authorizations
A scoped AgentEye API key. Mint one in the dashboard under Settings → API keys, or with POST /v1/keys. Each endpoint names the permission it requires; a key without it gets 403 and a required_permission field naming what was missing.

Comma-separated states from firing, acknowledged, resolved. Default firing,acknowledged.
